With the ratification of the Kyoto Protocol aimed at reducing greenhouse gases, Switzerland is committed to reducing CO2emissions by 4.2 million tonnes by 2008. The forests in Switzerland could contribute to the country's national carbon balance with maximum 1.8 million tonnes reduction of CO2. With an increased use of the forest the emissions could be reduced by up to 2 million tonnes by the substitution of other materials. With a targeted forest management policy carbon sink reduction and the substitution value of the forest could be balanced against one another. In the framework of climate policy the Federal government should create the legal and organisational conditions for this.

The reconvened sixth session of the Conference of the Parties (COP-6bis) to the UN Framework Convention on Climate Change (FCCC) took place in Bonn from July 16 to 27, 2001, under the presidency of Jan Pronk, Netherlands minister of housing, spatial planning, and the environment. The meeting was noteworthy as the occasion for adopting the Bonn Agreements on the Kyoto Protocol rules, a crucial juncture for entry into force of the principal international instrument for reducing emissions of greenhouse gases. The rules were adopted in final form as the Marrakesh Accords at the seventh session of the Conference of the Parties (COP-7), held in Marrakesh, Morocco, from October 29 to November 9, 2001.

This study addressed the effectiveness of Kyoto Protocol (KP) as an international institution and the interplay of domestic institutions and KP by employing a difference-in-difference estimation. The results indicated low effectiveness, in general, but not ineffectiveness. Regarding the KP, not only its formal and defined rules but also the demonstration of the intention to cooperate was bound to influence emissions’ reduction. Domestic institutions were more influential than the effects of KP international institution. However, political, legal rights, and economic institutional qualities presented distinct effects over emissions’ mitigation.

One of the responses to the threat of global warming is the Kyoto Protocol and the associated Clean Development Mechanism (CDM) to reduce greenhouse gases. South Africa is an ideal country for the implementation of industrial CDM projects, yet lags behind many other countries. This qualitative research determines the factors that cause South Africa to lag other developing countries in the implementation of industrial CDM projects and the interventions that will have the most impact on accelerating implementation. The research involved interviews with 30 experts involved in the South African CDM process. The results identify the factors perceived to be facilitating and inhibiting the use of CDM opportunities and a framework for CDM practitioners to develop an implementation strategy within South African industry is established.

There is strong scientific consensus that the concentration of greenhouse gases in the atmosphere is increasing due to human activities and that this is leading to changes in the Earth’s climate. Fluxes between terrestrial ecosystems and the atmosphere are a significant component of the global carbon cycle and actions to increase net storage in terrestrial ecosystems (often called sinks) will delay the build up of greenhouse gases in the atmosphere. There is still political debate as to which sinks may be accounted in compliance with the Kyoto Protocol. The decisions made will affect the total costs of compliance with the Kyoto Protocol by a factor or two to four. Geological sequestration may also reduce emissions by an amount of the same order as sequestration in terrestrial sinks. Biological and geological sequestration offer a significant opportunity to buy several decades of time to make an efficient transition to technologies and economies that release less greenhouse gasses to the atmosphere from energy production and industrial processes.

The Third Conference of the Parties to the United Nations Framework Convention on Climate Change (Climate Change Convention) was held from 1 to 11 December 1997 at Kyoto, Japan. Significantly the States Parties to the Convention adopted a protocol (Kyoto Protocol) on 11 December 1997 under which industrialised countries have agreed to reduce their collective emissions of six greenhouse gases by at least 5 per cent by 2008–2012. Ambassador Raul Estrada-Oyuela, who had chaired the Committee of the Whole established by the Conference to facilitate the negotiation of a Protocol text, expressed the view that: “This agreement will have a real impact on the problem of greenhouse gas emissions. Today should be remembered as the Day of the Atmosphere.” This note seeks to outline in brief the science of climate change, and international activity to combat global warming prior to the Kyoto conference. It then attempts to analyse the terms of the Kyoto Protocol and to draw some conclusions on its significance.
